No. The tool changes each page's rotation attribute (the method provided by the PDF format) without redrawing the content: text, images and vectors remain strictly identical.
A scanner or a program may have saved the page with an intrinsic rotation. The tool applies on top of it: select only the affected pages and choose the angle that sets them straight.
